A Foundation Built on Service

Mr. M. L. Bishnoi joined the Haryana Fire Service in 1970. Working in fire and emergency services requires sound judgement, coordination, technical knowledge and the ability to respond under pressure.

Our Philosophy

Prevention, Preparedness and Protection

Effective fire safety begins before an emergency occurs. Risk assessment, suitable fire protection systems, trained personnel, accessible evacuation routes and regular drills can help reduce risks and improve emergency readiness.

Our philosophy emphasizes promoting awareness of fire hazards, encouraging regular safety inspections, supporting comprehensive emergency planning and evacuation drills, and building an enduring culture of responsibility and prevention.

A Defining Moment in Fire Safety

The Dabwali Fire Tragedy: A Lasting Reminder

On 23 December 1995, a devastating fire occurred at Rajiv Marriage Palace in Mandi Dabwali, Sirsa district, Haryana. The tragedy claimed hundreds of lives and remains one of the most painful reminders of the importance of fire prevention, safe building design, emergency preparedness and effective evacuation.

Remembering the Victims

The Dabwali tragedy had a profound impact on families and the wider community. Remembering those affected reinforces the importance of learning from past emergencies and strengthening safety measures wherever people gather.

Public accounts and court records report different casualty figures. The Punjab and Haryana High Court judgment records 446 deaths and 200 injured.

Lessons for Fire Safety

Major fire incidents demonstrate why safety planning must be practical, regularly reviewed and understood by everyone responsible for a building or public gathering.

  • Keep emergency exits clear and accessible.
  • Provide appropriate fire detection and suppression systems.
  • Maintain safe evacuation routes and visible signage.
  • Train staff and conduct regular emergency drills.
  • Ensure emergency services can access the site quickly.

Historical note: The casualty figure above follows the Punjab and Haryana High Court judgment. Verify historical role titles and operational responsibilities against official records before publishing them.

Building a Safer Future

Why Fire Safety Awareness Matters

Fire safety is a shared responsibility involving building owners, facility managers, employees, residents, institutions and emergency responders. A proactive approach can help identify hazards early and improve readiness when an emergency occurs.

Fire Prevention

Routine inspections, electrical safety, responsible storage of combustible materials and maintenance of fire protection equipment are important parts of an effective prevention strategy.

Emergency Preparedness

Clearly communicated emergency procedures, trained response teams, accessible exits and regular evacuation exercises help people understand how to respond during an emergency.

Our Commitment

Protecting Lives Through Awareness and Preparedness

The enduring lesson of fire service is that every preventive measure matters. Awareness, preparedness and responsible action can help create safer workplaces, institutions and communities.
